This contract provides a comprehensive Clean and Clear service designed to support the management, maintenance and re-letting of residential properties and communal areas. The service includes the clearance, removal and lawful disposal of furniture, household goods, personal belongings, general waste, fly-tipped materials, bulky items and other unwanted contents from occupied properties, void properties, communal areas, garages, stores, gardens, external land and associated premises. The scope covers internal and external property clearances, including emergency and responsive works where properties require urgent attention due to abandonment, hoarding, antisocial behaviour, tenancy termination, health and safety concerns or preparation for refurbishment and reoccupation. All waste and materials are to be removed, transported and disposed of in accordance with applicable environmental legislation and waste management requirements, with recycling undertaken wherever reasonably practicable. The service also includes specialist cleaning and property preparation works. These may comprise general cleaning, deep cleaning, sparkle cleans, sanitary cleaning, biohazard cleaning, trauma cleaning, pest-related cleaning and the removal of hazardous materials where appropriately licensed and authorised. Needle sweeps and the safe collection, handling and disposal of sharps and associated hazardous waste form part of the service requirements. In addition to clearance and cleaning activities, the contractor shall provide a range of minor property repair and make-ready services designed to return properties to a safe, clean and lettable condition. Works may include internal and external redecoration, patch repairs, preparation of surfaces, replacement or repair of floor coverings, removal and replacement of damaged fixtures and fittings, minor joinery, handyman repairs and other associated remedial works as instructed. The service may be delivered to individual properties, blocks, estates and communal environments across the contracting authority's operational area. Works may include garden and external area clearance, vegetation removal, shed and outbuilding clearance, removal of debris, litter picking and the clearance of waste from communal spaces. The contractor will be expected to provide a flexible and responsive service, including routine, urgent and emergency call-out requirements, working closely with housing, neighbourhood, maintenance and void management teams. The objective of the contract is to provide an efficient, high-quality and value-for-money solution that supports neighbourhood improvements, reduces void turnaround times, addresses environmental concerns and ensures properties and communal areas are maintained in a safe, clean and presentable condition suitable for occupation, inspection, refurbishment or ongoing use.
