London has more separate contracting authorities in one place than anywhere else in the UK: thirty-two borough councils plus the City of London, the Greater London Authority family, a large number of NHS trusts and integrated care boards, several universities, housing associations and central government departments headquartered in the capital. That density means a supplier based in or near London can bid for very different kinds of work without travelling far, but it also means notices appear at a pace that is hard to track by hand. Manchester sits at the centre of a combined authority made up of ten boroughs, which changes how work reaches the market. A good deal of spending is coordinated across Greater Manchester rather than bought city by city, so a notice published by one authority can cover services delivered across a much wider footprint. Transport, health devolution and a long-running housing and regeneration programme all generate contracts that are advertised publicly before award. Birmingham is home to the largest local authority in Europe by population served, and a single contract there can cover a service area bigger than several smaller councils combined. Around it sit the other West Midlands authorities, a combined authority with a transport remit, large NHS teaching trusts and a cluster of universities. For suppliers this means fewer but often bigger opportunities, frequently split into lots so that regional firms can bid for part of a programme rather than all of it.
