Housing Management Agent

Overview

Sefton Council is seeking to establish a programme of Council Housing to help address the housing needs of Sefton to increase the delivery of affordable housing across the borough. \r \r The programme will initially focus on off the shelf and s106 purchases as well as evaluating the potential purchase and repair of existing empty homes in the long term. All homes will be expected to have features contributing to Sefton Councils climate emergency declaration and strategy with principles of strong energy efficiency to help support this and address fuel poverty and the level of energy costs within Council properties. The tenure of homes will include for social and affordable rent as well as the option of including shared ownership into the programme. \r \r The first of the Councils new homes are being developed by the Councils wholly owned company Sandway Homes Ltd as part of the mixed tenure housing development at Buckley Hill, Netherton and are anticipated to hand over in early 2024.\r \r The Council wish to appoint a partner organisation to act as Management Agent for a period of 5 years to manage the first of the Councils new homes and any new homes that are introduced as part of the programme over the management agreement lifecycle. The Council intends to act solely as a landlord and not directly provide any housing management service, all functions will be undertaken by the Management Agent including tenancy management and property management. The requirements for the Service are likely to grow over the duration of the Agreement. Please note the value stated includes the potential value of all available extension periods. \r
