Complex Move On Contract

Overview

This UK6 contract award notice informs the market of the Authority's contract award to Langley Trust for the provision of the Complex Move On service. The Complex Move On service provides specialist risk management services, rehabilitation and resettlement support for people on probation with complex needs who are accommodated within pre-existing specialist accommodation settings. The service supports His Majesty Prison and Probation Service (HMPPS) in managing individuals who require enhanced levels of care and risk management, by providing access to supported housing and other relevant support to individuals with complex needs with the aim of reducing the risk of reoffending. The funding from the Authority enables HMPPS to make referrals into these services by covering the additional costs associated with managing increased forensic risk and delivering appropriate criminogenic interventions. Funding for the accommodation and other support services will be obtained and managed by the supplier separately. Accordingly, the Authority does not have exclusive rights to the bed spaces used to deliver the service. The support service is to be delivered within a portfolio of accommodation operated or accessed by the supplier, including: • 24/7 registered care home provision (Care); • 24/7 staffed provision (Extra Care); and • step-down supported accommodation in the community which is not staffed (Supported Housing). The service is expected to be provided in at least 8 out of the 11 Probation Service regions in England - listed below: - North East - North West - Yorkshire and the Humber - West Midlands - East Midlands - South West - South Central - East of England - London - Kent, Surrey and Sussex - Greater Manchester The Authority expects to refer, as a maximum, 350 people at any one time within the service. The cohort will include individuals subject to Multi Agency Public Protection Arrangements (MAPPA) Level 2 and Level 3 management, including those convicted of offences such as arson and sex offences. Individuals referred to the service may present with a wide range of complex needs/risk levels, vulnerabilities and health conditions including autism spectrum conditions, dementia, hearing impairment, visual impairment, learning disability, mental ill health, personality disorder, physical disability, and poor physical health. Referrals into the service will be made by Probation Practitioners and subject to capacity and suitability assessments, the provider will be expected to accept referrals where an appropriate placement is available. There is no maximum duration for an individual’s eligibility for the service. Where living independently is part of the individual’s sentence plan, the supplier will assist the individual to support that transition through appropriate accommodation, rehabilitation and support interventions. The Supplier does not claim VAT as part of their payment for the performance of this contract.
