Overview

The Devon County Council (DCC) Joint Adults and Children's Systems (JACS) Programme was established in 2024 to transform Devon's social care case management and finance services. This will be achieved through the implementation of a new case management system following a public tender exercise to replace existing outdated systems, to connect teams and systems better, to promote service user independence through the use of client portals, and to realise improvements in market contract management and brokerage through increased visibility. Additionally, the JACS Programme seeks to improve practice and process in social care operational and social care finance teams through re-engineering workflows to achieve efficiencies enabled by the new case management system. This involves a comprehensive analysis and review of data, practice, and process landscapes to identify gaps and opportunities for improvement. DCC engaged a professional services provider for specialist resources that have experience of supporting the implementation of System C's LiquidLogic solutions, providing the additional expertise and experience that is currently unavailable within the organisation.
