Overview
Lancashire County Council is seeking tenders for the provision of services for the Collection, transportation, acceptance, and Recovery of Treated Residual Waste from Thornton Waste Recovery Park. In summary, the services will comprise the collection, direct transportation, weighing and recovery of up to 75,000 Tonnes per annum of Treated Residual Waste from Thornton Waste Recovery Park. The Services are being procured on the basis of two (2) lots comprising of up to 37,500 Tonnes per annum of Treated Residual Waste. The Authority is seeking to appoint a single Provider for each Lot. The Authority will pay the Provider for a guaranteed minimum tonnage of Treated Residual Waste each Contract Year as detailed in Annex B of the Specification and the Contract. At least three months prior to the commencement of each Contract Year the Authority will notify the successful Tenderer(s) of a Reserve Tonnage for that Contract Year; and the Tenderer will be obliged to make capacity at the relevant Provider Facilities available to accept the Reserve Tonnage of Treated Residual Waste Collected and transported to the Provider Facility. The Reserve Tonnage will be a tonnage falling between the Guaranteed Tonnage and the Capacity Tonnage. It is expected that the majority of Treated Residual Waste will be Collected in articulated vehicles with target payloads of between 21 (twenty one) and 23 (twenty three) Tonnes. Collections will typically be required to take place on a Monday to Friday basis, excluding Bank Holidays. However, there may be occasion when Collections are required on a Saturday (for example due to Bank Holidays, scheduled site maintenance, or higher than expected Treated Residual Waste stocks due to increased processing) so Providers must be able to accommodate Collections on a Saturday morning up to 12noon.
