SCE0061 - The Provision of Enablement Supported Living Services for people with Physical and /or Sensory Disabilities - Harrison Court

Overview

Leicester City Council (the Council) undertook a below threshold targeted quotation procurement process, in line with the requirements under the below-threshold contract regulations of the Procurement Act 2023. The procurement exercise was undertaken to find a suitably qualified and experienced provider for the Provision of Enablement Supported Living Services for people with Physical and /or Sensory Disabilities - Harrison Court, Supported Living Scheme. The procurement of this service has now concluded and the contract provisionally awarded, subject to standstill. Services procured are as detailed in the tender documentation. This is a well-established Supported Living scheme with Leicester City Council working in partnership with Platform Housing Group and the care and support provider at this site. This three-storey scheme is located within Leicester City and has 16 self-contained flats and provides an opportunity to provide supported living services to eight people. The remaining rooms within Harrison Court are: 3x supported living voids, 1x communal room and the remaining flats are used by Platform Housing Group for general needs tenants. The Provider will work closely with Care Management and health professionals to monitor individuals’ health and identify any deterioration in their ability to manage health conditions, promptly informing Commissioners and relevant professionals of any significant changes. Staff must understand the needs of people with physical and sensory disabilities to ensure timely, responsive, and compassionate support. They should also be knowledgeable about available services and support, such as aids and adaptations, assistive technology, hearing support, sign language services, and carer support, enabling effective signposting. The Provider will collaborate with housing providers, the individual, and other tenants where appropriate to ensure the living environment accommodates and supports the person’s disability, health condition, or sensory impairment. The proposed Contract will be for an initial period of 12 months to commence on 15th November 2026 to 14th November 2027 with the option to extend for a further period of 12 months, taking the total contract duration to 24 months, up to 14th November 2028. The publication of this contract award notice will formally commence the standstill period (8 working days), expiring on 23:59 Wednesday 30th September 2026.
