Westminster City Council (WCC) is looking to procure services for the provision of a unified SAAS software platform covering the full lifecycle of heat network operation of the WCC portfolio. The platform must enable the organisation to: • Meet Ofgem regulatory requirements • Prepare for heat network registration (Jan 2027) • Align with draft HNTAS and technical standards • Improve operational performance and asset value Heat networks are now regulated under the Heat Networks (Market Framework) Regulations, with: • Ofgem authorisation conditions in force • Mandatory registration requirements • Significant financial penalties for non-compliance The organisation operates / develops heat networks across multiple schemes and requires a structured, scalable, and auditable approach to Compliance, Performance monitoring, asset management, consumer, obligations, financial oversight, This planned procurement notice is to inform the Provider Market that a formal sourcing activity for the provision of a unified SAAS software platform covering the full lifecycle of heat network operation will be conducted to replace an expiring contract.
